About the Justice System Training & Research Institute
The mission of the Roger Williams University Justice System Training & Research Institute (JSTRI) is to deliver high-quality, academically rigorous professional development training to justice system professionals while serving as a trusted resource for applied research and information. Through education, innovation, and collaboration, JSTRI strives to enhance the knowledge, skills, and professionalism of justice system personnel and contribute to the advancement of the criminal justice community.

Registration Instructions
Note: If you are paying by check, please choose Pay by Check and choose how many tickets you would like. You will be sent an invoice.
- Click Login/Register. Choose Login if you already have a password or register if you are a new customer. Click Register as General Public.
- Set up your Customer Information, Billing Information and Shipping Information
- You will see all of our available events, select the event that you wish to purchase
- Click Get Tickets
- Select the number of tickets needed for quantity and click Find Tickets
- Please complete all necessary information, including selecting your top two preferences for your session dates.
- Select in Delivery Method: E-Ticket
- Finally, select Checkout under Secure Payment
- Under ticket options, if you are paying by credit card, choose pay by card and select how many tickets. Click on Find Tickets
- Follow the prompts to pay by credit card and fill in the registration information on the lower right-hand side and click checkout at the bottom
- If you are paying ty check or purchase order, choose pay by check and choose how many tickets you would like and click on Find tickets
- Fill in the registration information on the lower right-hand side and click "checkout" at the bottom. You will be sent an invoice.
- Please note that you will have 20 minutes to make your selection or the tickets will be removed from your cart.

This guide provides a process for proactive police response to the short-term problem of repeat calls for service at residences, called domestic-related repeat incidents or DRRI.

ICAT: Integrating Communications, Assessment, and Tactics
ICAT is a training program that provides first responding police officers with the tools, skills, and options they need to successfully and safely defuse a range of critical incidents. Developed by PERF with input from hundreds of police professionals from across the United States, ICAT takes the essential building blocks of critical thinking, crisis intervention, communications, and tactics, and puts them together in an integrated approach to training.
National Policing Institute - Police Data Initiative
The Police Data Initiative promotes the use of open data to encourage joint problem solving, innovation, enhanced understanding, and accountability between communities and the law enforcement agencies that serve them.
Transforming Police Recruit Training: 40 Guiding Principles
The United States has traditionally trained police officers on the cheap. The survey PERF conducted for this project found that more than 71% of agencies devote less than 5% of their total budget to recruit
training.

Directions to Roger Williams University North Campus Residence Hall Great Room
From the South continue on Route 114 past the main entrance. Bear to the right and take your first right onto North Campus Road. Take your very first left into Lot F (North Lot). Slowly make your way to the end of Lot F. Turn right at the very back of the lot so you are parked behind the residence hall.
From the North end coming from Metacom Ave, as North Campus comes into view, please take your first left turn. Take your very first left into Lot F (North Lot). Slowly make your way to the end of Lot F. Turn right at the very back of the lot so you are parked behind the residence hall.
Location of the Great Room
Go up the set of stairs near the gazebo. At the top of the stairs, enter the building using the first door on your left. There are rest rooms on the left. At the end of the short corridor turn right and use the elevators on the right. Go to the second floor. As you exit the elevators, the Great Room is directly in front of you. The entrance is slightly diagonally to the right of the elevator.

Chief John D. Coyle Scholarship

Dear Colleagues:
It is our pleasure to announce that the application period for the John D. Coyle Scholarship for the Fall, 2025 Command Training Series: Executive Development Course (October 1-3, 2025 and November 5-7, 2025 with the online portion beginning on Monday, September 22, 2025) has commenced. The purpose of the scholarship has been to provide registration fee funding for recipients, whose Chief of Police is an Active Member of the Association, to attend the annual Command Training Series: Executive Development Course at Roger Williams University.
The New England Association of Chiefs of Police, Inc. (NEACOP) remains committed to the professional development of police leaders throughout the region. That commitment has been continually enhanced by the long partnership with Roger Williams University (RWU) and its Justice System Training & Research Institute.
As a result of the NEACOP - RWU partnership over 200 participants have completed the Executive Development Course at the University. Of that number, beginning with the scholarship’s inaugural recipients in 2014, eighteen police officers from throughout New England have been beneficiaries of the awards and continue to advance their departments. We encourage you to nominate a well-deserving policing leader from your agency.
