
Federal Student Loan Update
This page is designed to help you stay up-to-date with the changes to the federal student loan programs scheduled to take effect as of July 1, 2026. Per the One Big Beautiful Bill Act (OBBB) passed by Congress on July 3, 2025, and signed into law on July 4, 2025, several provisions will result in changes and discontinuation of certain federal loan programs.
Please know that our financial aid counseling staff in the Office of Student Financial Services is always here to help you understand your financial aid options and navigate this process. Our goal is to help every student find a manageable pathway to earning an RWU degree.
Here are the relevant changes expected to take effect July 1, 2026, as well as some of our recommended alternative options. We will update this page as new information becomes available.

Information as of January 2026
Changes for Undergraduate Students
- Parent PLUS loans will remain available, but will have new annual and lifetime caps.
- For first-time Parent PLUS loans initiated July 1, 2026 or later, these loans will now be capped at $20,000 per year per student, and $65,000 lifetime per student.
- For Existing borrowers (who have previously received a Parent PLUS Loan), borrowers may be eligible to continue borrowing under current limits (up to the total out-of-pocket cost) for up to three academic years or the remainder of their program, whichever is less.
What to Consider
Private loans may be an alternative. Review the rates, fees, and parameters of private loans and use our Preferred Lender List for guidance. These preferred lenders have been vetted by our professionals to ensure that they offer the best service and benefits to borrowers.
Outside scholarships can help supplement your RWU and federal financial aid. RI Scholarships is an excellent source to find opportunities. Apply early and often!
Changes for Graduate Students
- The Graduate PLUS Loan is being phased out. As of July 1, 2026 it will no longer be available for new borrowers.
Existing Graduate PLUS borrowers will remain eligible to continue borrowing PLUS loans for up to three years or the remainder of their program.
- Graduate Direct Unsubsidized loans have new limits and categorization. Most graduate students may be eligible for up to $20,500 per year in Direct Unsubsidized Loans, which is the same as the current annual limit. However, the aggregate limit will change to $100,000 (from its current $138,500). Existing RWU borrowers may be eligible to continue borrowing under current limits for up to three academic years or the remainder of their program, whichever is less.
Students enrolled in newly deemed “professional programs” will have a $50,000 per year borrowing limit with a $200,000 lifetime limit. For RWU, this will only include our Juris Doctor (JD) programs offered through the School of Law.
What to Consider
Private loans may be a way to supplement existing financial aid, if necessary. Review the rates, fees, and parameters of private loans and use our Preferred Lender List for guidance. These lenders have been vetted by our professionals to ensure that they offer the best service and benefits to borrowers.
Changes relevant for all students
- Annual loan amounts must be prorated for students enrolled in a less-than-half-time status. An effective date for this provision has not yet been determined.
- Several changes were made to loan repayment options, including the creation of a new standard repayment plan and a new income-based repayment plan (RAP). Several existing plans will be eliminated on July 1, 2028. For more information, please visit studentaid.gov.
