Denise Owens, M.B.A., is the Assistant Director of the Justice System Training & Research Institute in the School of Justice Studies at Roger Williams University. In that capacity she is responsible for the organization and delivery of criminal justice professional development programs for criminal justice agencies throughout New England.
In 2000, she retired after 23 years of service with the Narragansett, Rhode Island Police Department culminating her career as the Community Service Officer. She designed and managed over fifty community service programs including D.A.R.E., TRIAD, Project Adventure, and the Citizen Police Academy, as well as wrote and managed federal grant funded projects for the police department.
Assistant Director Owens was a co-founder of the New England Community Police Partnership (NECP2), a non-profit membership organization that provided opportunities for networking, training, and technical assistance with a focus on improving policing through effective partnerships involving the police and the community. She has developed and managed training for the NECP2 annual symposium which was typically attended by police officers and community members from throughout New England.
After leaving the police department, Assistant Director Owens earned a Masters in Business Administration from Simmons College, Boston, Massachusetts with highest honors. She then worked as a consultant with the Boston Management Consortium, developing curricula and training for the Regional Community Policing Institute - New England. She has also worked as a consultant with many police departments and communities throughout the New England region including Bridgeport, Connecticut, New Haven, Connecticut, Provincetown, Massachusetts, Providence, Rhode Island, and Nashua, New Hampshire, assisting them in strategic planning and training for safer communities and improved quality of life.
More recently Denise has been engaged in the COPS Cooperative Agreement at Roger Williams University as the Project Coordinator for the Teaching Police Department Initiative working with the Providence Police Department (RI) and the Cambridge Police Department (MA). She has been involved in the development of curriculum and training materials for addressing developing policing innovations that involve the community, other agencies and service providers, in a problem-based learning approach to dealing with problems and issues facing the community and/or the police department.
